Bu s\u00fcre i\u00e7inde, siyasi iktidarlar\u0131n<br \/>\ndemokratikle\u015fme ve insan haklar\u0131 \u00e7er\u00e7evesinin yerle\u015fmesi y\u00f6n\u00fcnde uluslararas\u0131 alandaki<br \/>\nve \u00fclke i\u00e7indeki \u00e7abalar\u0131na ve politikalar\u0131na ba\u011fl\u0131 olarak, insan haklar\u0131 e\u011fitiminde bazen<br \/>\nolumlu ve h\u0131zl\u0131 geli\u015fmeler kaydedilirken, bazen konunun \u00f6nemini \u00e7ok yitirdi\u011fi g\u00f6r\u00fclmektedir. \u0130nsan haklar\u0131 e\u011fitiminin siyasal alandaki de\u011fi\u015fikliklerden bu derece do\u011frudan etkilenmesinin \u00f6n\u00fcne ge\u00e7ecek \u015fekilde, insan haklar\u0131 kurumsalla\u015fmas\u0131n\u0131n bir par\u00e7as\u0131 haline getirilerek g\u00fc\u00e7lendirilmesi \u00f6nemlidir.<br \/>\nElinizdeki ara\u015ft\u0131rma T\u00fcrkiye\u2019de insan haklar\u0131 e\u011fitiminin geli\u015fiminin temel hatlar\u0131n\u0131 ortaya\u00a0 koyarak, bu de\u011fi\u015fimin \u00e7e\u015fitli dinamiklerinin anla\u015f\u0131lmas\u0131na katk\u0131 sa\u011flamak amac\u0131yla haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Uluslararas\u0131 alanda insan haklar\u0131 hukuku ve s\u00f6zle\u015fmelerinin geli\u015fmesine ba\u011fl\u0131 olarak 1970\u2019lerin sonundan itibaren insan haklar\u0131 e\u011fitiminin \u00f6neminin kavranmaya ba\u015fland\u0131\u011f\u0131n\u0131, uluslararas\u0131 tart\u0131\u015fma ve toplant\u0131lar\u0131n g\u00fcndemi haline geldi\u011fini ve \u00f6zellikle Birle\u015fmi\u015f Milletler, Avrupa Konseyi ve Avrupa Birli\u011fi \u00e7er\u00e7evesinde bu alanda devletlere \u00e7e\u015fitli y\u00fck\u00fcml\u00fcl\u00fckler getiren s\u00f6zle\u015fmeler ve bildirgeler haz\u0131rland\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz.<\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye\u2019de hem bu uluslararas\u0131 kurumlar\u0131n ve s\u00f6zle\u015fmelerin bir taraf\u0131 olmas\u0131 nedeniyle, \u00f6zellikle Avrupa Birli\u011fi\u2019ne uyum s\u00fcrecinde hem de \u00fclke i\u00e7i demokratikle\u015fme ve insan haklar\u0131n\u0131n benimsenmesi y\u00f6n\u00fcndeki \u00e7abalar \u00e7er\u00e7evesinde insan haklar\u0131 e\u011fitimi geli\u015fmeye ba\u015flam\u0131\u015ft\u0131r. T\u00fcrkiye\u2019de insan haklar\u0131 e\u011fitiminin temelde d\u00f6rt alanda gitti\u011fini g\u00f6r\u00fcyoruz. Bunlar \u015fu \u015fekildedir:<\/p>\n<p style=\"text-align: justify;\">Kamu y\u00f6netiminde y\u00fcr\u00fct\u00fclen e\u011fitimler: Ba\u015fta emniyet personeline ve yarg\u0131 mensuplar\u0131na<br \/>\nolmak \u00fczere, kamu personeline hak e\u011fitimleri verilmektedir. Kamu y\u00f6netiminin bir par\u00e7as\u0131<br \/>\nolarak d\u00fc\u015f\u00fcnebilece\u011fimiz yerel y\u00f6netimlerde de hem personele hem de halka d\u00f6n\u00fck insan<br \/>\nhaklar\u0131 e\u011fitimi faaliyetleri yap\u0131lmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Milli e\u011fitim m\u00fcfredat\u0131nda insan haklar\u0131 e\u011fitimi: Kamu y\u00f6netimine dahil olan ama ondan ayr\u0131 bir b\u00fcy\u00fck ba\u015fl\u0131k olabilecek di\u011fer alan, milli e\u011fitim m\u00fcfredat\u0131 i\u00e7inde ilk ve orta \u00f6\u011fretimde verilen insan haklar\u0131, demokrasi ve yurtta\u015fl\u0131k e\u011fitimi kapsam\u0131ndaki derslerdir. T\u00fcrkiye\u2019de insan haklar\u0131 e\u011fitiminin incelenmesi bak\u0131m\u0131ndan, \u00fczerinde en \u00e7ok ara\u015ft\u0131rma yap\u0131lm\u0131\u015f ve yaz\u0131 \u00fcretilmi\u015f alan\u0131n bu oldu\u011fu s\u00f6ylenebilir.<br \/>\nY\u00fcksek\u00f6\u011fretimde yani \u00fcniversitelerde ve \u00e7e\u015fitli akademik kurumlarda (TODA\u0130E gibi) y\u00fcr\u00fct\u00fclen insan haklar\u0131 e\u011fitimi faaliyetleri: 1970\u2019li y\u0131llar\u0131n sonundan itibaren, ama \u00f6zellikle 1990\u2019lar\u0131n sonunda ivme kazanarak, \u00fcniversitelerde insan haklar\u0131 hukuku ve kuram\u0131na dair dersler a\u00e7\u0131lm\u0131\u015ft\u0131r. Ayr\u0131ca ba\u015flang\u0131\u00e7ta daha \u00e7ok k\u00f6kl\u00fc \u00fcniversitelerde olmak \u00fczere insan haklar\u0131 merkezleri, benzer \u015fekilde kad\u0131n haklar\u0131, \u00e7ocuk haklar\u0131 merkezleri vb. kurulmu\u015ftur. Buralarda dersler verilmi\u015f; y\u00fcksek lisans, doktora programlar\u0131 a\u00e7\u0131lm\u0131\u015f; bu alanda \u00e7ok nitelikli \u00e7al\u0131\u015fmalar \u00fcretilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">Sivil toplum \u00f6rg\u00fctlerinin insan haklar\u0131 e\u011fitimleri: Bu \u00f6rg\u00fctler de erken tarihlerden itibaren insan haklar\u0131 ya da \u00e7e\u015fitli hak alanlar\u0131nda e\u011fitim faaliyetleri y\u00fcr\u00fctm\u00fc\u015ft\u00fcr. Bunlar\u0131n bir k\u0131sm\u0131 \u00fcyelerine, bir k\u0131sm\u0131 belli meslek gruplar\u0131na (avukatlar, psikologlar, sosyal hizmet uzmanlar\u0131 gibi), bir k\u0131sm\u0131 halka a\u00e7\u0131k yap\u0131lm\u0131\u015ft\u0131r. Ayr\u0131ca kamu kurum\/kurulu\u015fu-sivil toplum \u00f6rg\u00fct\u00fc i\u015fbirli\u011fi halinde planlanan ve yap\u0131lan hak e\u011fitimleri de y\u00fcr\u00fct\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p style=\"text-align: justify;\">Sonu\u00e7 olarak, kamu y\u00f6netimi-ilk ve orta e\u011fitim\/akademi-sivil toplum diye \u00fc\u00e7l\u00fc bir sacaya\u011f\u0131<br \/>\n\u00fczerinden giden bir insan haklar\u0131 e\u011fitimi d\u00fcnyas\u0131yla kar\u015f\u0131 kar\u015f\u0131yay\u0131z.
